Saudi Arabia’s E-commerce Sector Records 9% Growth in Active Business Registrations by End of Q4 2025

The Ministry of Commerce announced that Saudi Arabia’s e-commerce sector achieved a significant growth of 9% in the number of active business registrations by the end of the fourth quarter of 2025, compared to the same period in the previous year.

This growth continues the ongoing momentum in the sector, driven by the rapid digital transformation and increased reliance on online channels for commercial activities.

The Ministry reported that the total number of active e-commerce business registrations reached 43,854 by the end of Q4 2025, up from 40,041 at the end of Q4 2024. This increase reflects the expanding base of enterprises operating in the sector and growing confidence among entrepreneurs and investors in the Kingdom’s supportive regulatory environment for e-commerce.

The growth also highlights the success of government efforts to develop the digital commerce ecosystem, through enhanced legislation, streamlined registration procedures, and advanced digital infrastructure that meets both local and global market requirements.

Rising participation by individuals and businesses in e-commerce activities ranging from retail and digital services to intermediary platforms has also contributed to this expansion.

Geographical Distribution of E-commerce Registrations:

  • Riyadh leads with 19,062 registrations, reinforcing its position as a key economic and commercial hub in the Kingdom.

  • Makkah Region follows with 11,062 registrations, driven by its high population density and diverse commercial activities.

  • Eastern Province ranks third with 6,659 registrations, benefiting from its strategic location and diversified economic sectors.

  • Al-Madinah Region recorded 1,875 registrations, followed by Qassim Region with 1,377 registrations.

These figures demonstrate the widespread adoption of e-commerce across the Kingdom, extending beyond major cities, and indicate the increasing awareness among businesses of the importance of digital solutions for reaching broader consumer segments, improving operational efficiency, and reducing costs compared to traditional business models.

The e-commerce sector is expected to continue its growth trajectory in the coming periods, supported by the objectives of Saudi Vision 2030, which emphasizes the digital economy, empowers small and medium-sized enterprises (SMEs), enhances the contribution of e-commerce to GDP, creates new jobs, and encourages innovation.

The Ministry of Commerce reaffirmed its commitment to continuously developing e-commerce regulations and services, enhancing compliance, and protecting consumer rights, ensuring sustainable sector growth and strengthening its competitiveness both regionally and internationally.
