The Ministry of Industry and Mineral Resources has released the latest indicators for the Kingdom’s mining sector for November 2025, highlighting the growth in the number of new mining licenses and the continued expansion of the sector, supporting the objectives of Saudi Vision 2030.

The mining sector represents a strategic pillar of the Saudi economy, playing a central role in diversifying national income sources and enhancing its contribution to the GDP, in line with the objectives of Saudi Vision 2030.
In this context, the Ministry of Industry and Mineral Resources has released its monthly report highlighting the key indicators and figures for the mining sector in November 2025. The report forms part of the Ministry’s ongoing efforts to monitor sector performance, enhance transparency, and provide accurate data to support investors and decision-makers.
The report indicated that 138 new mining licenses were issued in November 2025, covering a diverse range of mining activities. This reflects the expanding base of sector activity and the growing investment opportunities available.
Among these licenses:

13 licenses for construction materials manufacturing, which play a vital role in supporting infrastructure and urban development projects across the Kingdom.

114 licenses for intermediate materials industries, an essential component of supply chains for construction and manufacturing sectors.

7 reclamation licenses, reflecting the Ministry’s commitment to environmental sustainability and ensuring post operation site rehabilitation according to approved standards.

2 licenses for mining services, supporting the technical and operational aspects of the sector.

Regarding active licenses, the Ministry reported a total of 2,719 mining licenses valid in the Kingdom as of the end of November 2025, illustrating the growing operational activity and the widespread presence of mining projects across regions.
The distribution of these licenses by activity is as follows:

Construction materials manufacturing: 1,541 licenses, reflecting sustained demand for these materials in housing, infrastructure, and major projects.
